Our union contract defines our terms and conditions of employment. However, where the contract is silent, USF’s policies and procedures apply.
AFSCME International is our national organization and is the nation’s largest public service union with 1.4 million members. Its News and Publications website is an excellent source of information for labor union members.
FLORIDA’S COLLECTIVE BARGAINING LAW Chapter 447 of the Florida Statues protects our right to self-organization and collective bargaining . This law establishes the Florida Public Employees Relations Commission (PERC), which regulates collective bargaining for public employees. Chapter 447 also defines “unfair labor” practices.
Here you can find information about AFSCME Council 79, our statewide organization. Council 79 is the second largest union in Florida with 90 locals representing approximately 110,000 employees of the state, its universities, cities, counties, school boards and private nonprofit hospitals.
PUBLIC EMPLOYEES RELATIONS COMMISSION PERC, the state agency that regulates collective bargaining for public employees in Florida, offers an on-line Practical Handbook that is a good introduction and summary of rights of employees and the process of collective bargaining in Florida. NOTE: The PRACTICAL HANDBOOK is out-of-date and is currently under revision.
